The primary function of the Payroll Operations Manager is to oversee various aspects of the day to day operations of the payroll department. Key responsibilities may include the ability to plan, coordinate, and manage the administration of an outsourced payroll model with ADP. This includes the management of internal company processes and policies, monitoring internal controls and ADP performance, oversight of tax filing, and developing ongoing process improvement activities. The role must deliver results in a high performance environment focused on quality, accuracy, and de-risking the Firm. In addition, Payroll Operations Supervisor will lead some payroll project activities, testing, and deliverables for Companywide initiatives. The role reports to the Senior Director of Payroll Operations & Taxes and provides payroll services to an organization of 17K U.S. based employees.
KEY RESPONSIBILITIES AND DUTIES:
Manage the production team’s work schedule against daily, weekly and monthly deadlines in order to meet and maintain ADP production schedule
Participates in outsourced vendor management oversight including ensuring compliance, governance, and ownership of SOC1/SOC2 report reviews
Significant payroll and taxation subject matter knowledgefor HR Operations, ADP,projects, enhancements, and testing
Create and submit Rapid Pay Data Entry (RPDE) payment files to ADP for processing
Monitor and respond to the dailyTermination Report for compliance in “quick pay” States
Initiate manual check process(for final pay, missed overtime, replacement checks, etc.) including oversightof 100% maker/checker process
Review diagnostic reports toreveal missing work schedules, invalid time punches and take action to resolveissues including submitting corrections to ADP
Address notificationsof change to employees’ banking information for direct deposit from JP MorganChase and inform employees to make changes and request checks from ADP forrejected ACH

Review Match pay(fraud protection) in Citibank and JP Morgan Chase each day

Process Aetna checksand The Standard checks for pension contributions
Create JournalEntries: Retirement Annuity, 401K and RHSP and RHSP Match
Overseepayroll multi-state withholding process and administration in accordance withpolicyincluding tracking all follow-up, withholdinginstructions, and administering adjustments forsemi-annual survey
Timely and accurately file TIAApayroll taxes
Monitor outsourced tax filings
Verify state taxation foremployees
Facilitate payroll tax funding
Facilitate G/L process andjournal entries
Verify tax reporting activities
Maintainspayroll guidelines by writing and updating policies and procedures
Owns the process and storage ofall payroll instruction, compliance, and audit related evidence for the payrollfunction
AssistsDirector with recruiting, selecting, orienting, and training employees
Partnerswith all internal stakeholders including benefits, corporate tax, HR Services,HRIS, and compensation to coordinate all internal initiatives and/or issuesthat have payroll impacts
10 years managing payroll processes with multi-state, and exempt/non-exempt environments
5 years of U.S. federal, statutory and local tax remittance experience including multi-state payroll laws
2 years of ADP Enterprise Comprehensive Outsourcing Services (COS) experience
HR experience with TIAA, Nuveen or TIAA Bank
5 years working as a Supervisor or Team Lead
3 years of vendor relationship management experience
Bachelor Degree in Business, Accounting or related HR field
Oracle Fusion Time & Labor system experience
