Develop legislative strategies and implement advocacy plans within assigned state jurisdictions. Develops and participates in other industry legislative efforts as appropriate. Consistently leverage new opportunities to increase and develop presence in state capitals. Provide public retirement, asset management, banking and insurance expertise, working with the VP of State Government Relations on such matters. Establish and maintain a political contact network with elected and appointed officials in their assigned regions; including governmental entity and their staffs, committee staff, executive branch (State) and independent agencies, financial services industry trade associations, and other appropriate groups to effectively represent TIAA (and Nuveen) and its positions. Collaborate with appropriate senior leaders across the enterprise to develop policy and advocacy recommendations. Coach others in business to represent the company effectively in all interactions with state government entities. Manage retained lobbyists, consultants, and attorneys in assigned states. Serve as an SME on state public higher education retirement plans and state public retirement plans.
KEY RESPONSIBILITIES AND DUTIES:
• Responsible for government-related representation, lobbying, issues,
relationships, and strategic planning on all company matters within assigned
• Manage retained lobbyists, consultants, and attorneys within assigned scope
• Company liaison to Regulators in assigned jurisdiction
• SME on multiple issues that have significant impact to the company including;
but not limited to: public retirement plans, higher education, tax, capitol
standards, QDIA, asset management and banking
• Review, analyze and draft legislative language, proactive lobbying, talking
points, testimony, policy position memos and comment letters. Provide
testimony on legislation.
• Represent TIAA at various political and policy functions
Manage the full breadth of company activities within the area of assignment. Manage relationships with key public officials. Manage internal business and operational teams in government relations projects. Manage retained lobbyists, consultants, and attorneys. Direct employees on engagement with government entities.
Responsibility for ensuring that budget is adhered to in travel, retained lobbyist/consultant/attorney spending within assigned jurisdictions.
Nature of Impact-
Oversees business processes of greatest complexity and impact to the business. The position is critical to both the retention of current business as well as the creation of new business opportunities. Sets the advocacy strategy on the company’s approach to a variety of issues of strategic import to the company. Responsible for dealings with legislators, regulators, and executive branch office holders in assigned states. Leadership on setting the company’s strategic approach to government-related matters, and executing the strategy through thoughtful advocacy, has impacts on the company that can and do reach into the billions of dollars in new, retained, or lost assets and revenues. Plays a critical role in protecting the company’s reputation in dealing with public officials and guiding the company by positioning it on sensitive public policy issues.
Area of Impact-
Responsible for the breadth of company issues with public officials in their assigned jurisdiction. Responsible for protecting and enhancing billions in plan assets, and the creation of new opportunities that have brought the company billions of dollars in new assets. Responsible for representing the company before public bodies that can result in substantial penalties and reputational harm.
The position must analyze statutes, regulations, political situations, third party relationships, internal factors, the regulatory environment, and third party positions to form strategic recommendations and courses of actions, and then implement those actions. Excellent judgment and feel for the political environment is critical. Errors can cost the company billions in assets and contributions, and sound decision-making and implementation can save, enhance, or create new opportunities to add billions to company assets. Decisions and actions can also significantly benefit participants.
The position must be an expert in the legislative process, governmental interactions, public higher education and other governmental retirement plans, banking and finance issues, insurance regulatory issues, tax policy, financial services issues, and TIAA-specific regulatory treatment, and must have a working knowledge of a wide variety of TIAA products and services.
Business or Industry Expertise:
The position must have a broad knowledge of all of TIAA’s business interests, as well as its legal, compliance, and risk management issues. Must be familiar with competitor practices and political/regulatory positioning.
Interactions / Interpersonal Skills:
The position will have extensive interactions with both external and internal senior professionals and officials. Interactions include policymakers, regulators, higher education leaders, financial services industry representatives, attorneys, senior TIAA business and operations leaders, and relationship managers.
• 10 plus years of State Government Relations Experience
• Ability to travel at least 25% of the time
• JD, MBA, MPA or applicable advanced degree
• 15 plus years of State Government Relations Experience
• Ability to work independently, think strategically, work with a variety of internal
and external professionals and officials.
• Ability to make quick adjustments to changing facts on the ground.
• Ability to create and lead work teams; analyze legislation and regulations
quickly and draft language.
